If you want to build and sell motorcycles and/or trailers as a bona fide manufacturer you will need to get registered and license with the U.S. government. Doing this will enable you to issue 17 digit manufacturer VIN numbers for your vehicles and MCOs (Manufacturers Certificates of Origin) -- basically pre-titles to your vehicles. This will get you passed the headaches and hassles of the homemade a.k.a. "special construction" process which is rapidly being diminished state-by-state by lobbying groups for the big manufacturers. This US DOT licensing process is a fairly challenging little paper chase as it is certainly not a simple matter of filling out a government form -- and you will get very little or no help from the government. In fact, the DOT's standard procedure is to simply refer inquiries for assistance to some VERY expensive consultants with whom they are "familiar" . These Washington D.C. consultants typically charge a fee of around $5,000 for the exact same service which I offer. As your consultant, for only $500 I will create and file all of the necessary and proper documentation with the United States Department of Transportation (U.S. DOT) and get you registered and licensed as a bone fide vehicle manufacturer to issue VINs and MCOs and I will provide you all of the info and assistance you will need to understand it all and get up and going. I have done this process for us at Rat Race Trikes and I am doing for others at a fairly low price -- basically my shop rate for my time -- in order to get as many smaller manufacturers registered as possible as quickly as possible. The big manufacturers are the ones trying to do away with the special construction process through the state legislatures and next they will undoubtably seek to get Congress to make the US DOT licensing process much more difficult and expensive as well. I feel that we are all better off as a small manufacturers in a market place with lots of other small manufacturers rather than just the big guys.
