WHAT IS AN LSV?
Frequently based on a golf cart design, and LSV is technically "a motor vehicle, that is 4-wheeled, whose speed attainable in 1 mile (1.6 km) is more than 20 miles per hour (32 kilometers per hour) and not more than 25 miles per hour (40 kilometers per hour) on a paved level surface, and whose GVWR is less than 3,000 pounds (1,361 kilograms)."
If you wish to manufacture low speed vehicles -- LSVs -- or Neighborhood Electric Vehicles -- NEVs -- you will need to be registered and licensed with the US DOT.
Just like the federal license to manufacturer motorcycles or trailers, I can handle the process for you to build LSVs.
Frequently these LSVs are based on golf carts and similar vehicles. To be street legal you do need to got through this process with the US DOT and get set up to issue VIN numbers and MCOs that are recognized by the state DMVs for street license plates.
The maximum speed attainable in a level 1 mile test shall be at least 20 m.p.h. but not more than 25 m.p.h.
Each low-speed vehicle shall be equipped with:
(1) Headlamps,
(2) Front and rear turn signal lamps,
(3) Taillamps,
(4) Stop lamps,
(5) Reflex reflectors: one red on each side as far to the rear as practicable, and one red on the rear,
(6) An exterior mirror mounted on the driver's side of the vehicle and either an exterior mirror mounted on the passenger's side of the vehicle or an interior mirror,
(7) A parking brake,
(8) A windshield that conforms to the USDOT motor vehicle safety standard on glazing materials for vehicle windshields.
(9) Seat belts installed at EACH designated seating position.
(10) A 17 digit manufacturer's VIN number.
