If you want to be a bona fide manufacturer of trailers to be used on public roadways behind any kind of vehicle (semi truck, pickup, car, motorcycle, etc.) or any size of vehicle, for any purpose (hauling cargo, carrying equipment, recreational vehicles, camper trailers, etc.), or to carry any kind of cargo (livestock, boats, tanker trailer, van body, flat bed, low boy, etc.), then you will need to get registered with the U.S. government.

Doing this will allow you to issue your own 17 digit manufacturer VIN numbers for your vehicles and MCOs (Manufacturers Certificates of Origin) - aka MSOs - which are basically the manufacturers titles to your vehicles recognized in all states. This will get you passed the headaches and hassles of the state DMV's homemade trailer -- a.k.a. "special construction" trailer -- process and inspections, etc. This special construction process for vehicles is rapidly being diminished state-by-state by lobbying groups for the big manufacturers.
This US licensing process is a pretty challenging little paper chase and you will get very little or no help from the government.

I handle the entire USDOT process and set up your VIN code system and get you a starter packet of two dozen MCOs and VIN labels as well as printing templates and all of the info and instructions you need to do your VINs, MCOs, etc.
The entire process usually takes about a month or so to complete followed by a subsequent waiting period of 1 to 2 months waiting for the DOT to get your listing on the DOT website complete - for you DMV to check. Your DMV may accept your MCOs prior to the wait period completion or without seeing your listing on the DOT site and just based on the validity of your VIN numbers and check digit (all of that will be explained in the instructions you receive from me). So all told about 90 days before your DMV will be able to confirm you with the DOT website. There is no way at all to rush the process.
There are no headaches or hassles for you - NO inspections, NO background checks... Nothing. You are agreeing to build your trailers to the USDOT safety standards -- e.g. lighting, street legal tires, safety chains, and on heavy trailers, brakes.
Your obligation under this license is just to outfit your vehicles with the required safety equipment - for motorcycles that includes DOT tires, DOT brake hoses, full lighting, mirrors, and horn - for trailers it includes the DOT lighting set, reflectors, chains, and for trailers with a weight rating of over 3500 pounds you need some sort of brakes.
There is NO inspection of your facilities or vehicles.
Your VINs and MCOs ( MSOs ) will be accepted throughout the US and throughout the WORLDWIDE. The one-time fee covers EVERYTHING including all the fees and costs. That is a one-time cost and the license is permanent.
This fee covers EVERYTHING FOREVER - other than materials like MCO / MSO forms, etc!!
